Regional growth plans provide broad direction for land use and development across regional Victoria. They also provide more detailed planning frameworks for key regional centres.

Each of regional Victoria's regions is covered by a regional growth plan. The regional growth plans, together with Plan Melbourne, provide strategic land use plans for Victoria.

The regional growth plans have been developed in a partnership with local government and state agencies and authorities through consultation with the community and key stakeholders.

Regional growth plans will be reviewed every 4 to 6 years.

Regional plans

The Central Highlands Regional Growth Plan covers the municipalities of Ararat, Ballarat, Golden Plains (northern portion), Hepburn, Moorabool and Pyrenees. The southern portion of Golden Plains Shire is part of the G21 Regional Growth Plan.

The plan provides broad direction for land use and development in the region, and a more detailed planning framework for the regional city of Ballarat.

Amendment VC106 changes the Victoria Planning Provisions and all planning schemes by inserting clauses 11.06 - 11.13 into the State Planning Policy Framework which set out the objectives and strategies of Victoria's eight regional growth plans.

The Minister for Planning launched the Central Highlands Regional Growth Plan on 30 April 2014.

The plan has been endorsed by each of the six Central Highlands councils following consultation with the community.

The G21 Regional Growth Plan covers the municipalities of City of Greater Geelong, Colac Otway Shire, Surf Coast Shire, Borough of Queenscliffe and the southern portion of Golden Plains Shire. The northern portion of Golden Plains Shire is part of the Central Highlands Regional Growth Plan.

The plan provides broad direction for regional land use and development in the G21 region (Geelong).

Amendment VC106 changes the Victoria Planning Provisions and all planning schemes by inserting clauses 11.06 - 11.13 into the State Planning Policy Framework which set out the objectives and strategies of Victoria's eight regional growth plans.

The G21 Regional Growth Plan has been endorsed by each of the five G21 – Geelong Region Alliance Councils and was launched by the Minister for Planning in April 2013.

The directions of the plan have been underpinned by nine key principles and an understanding of:

  • the key linkages within the region and to other regions including Melbourne
  • the key challenges for growth including managing infrastructure needs, climate variability, providing housing choice, reducing car usage, and protecting our environment and natural resources
  • areas vulnerable to growth including significant natural environments
  • areas vulnerable to inundation and flooding, erosion, fire and other risks
  • the region's significant assets and competitive advantages which support our economy, landscape and lifestyle
  • the importance and role of other projects including other Regional Growth Plans, Plan Melbourne, G21 priority and pillar projects, as well as strategies such as the Corangamite Regional Catchment Strategy.

The Gippsland Regional Growth Plan covers the municipalities of Bass Coast, Baw Baw, East Gippsland, Latrobe, South Gippsland and Wellington.

The plan (formerly known as the Gippsland Integrated Land Use Plan) provides broad direction for regional land use and development as well as detailed planning frameworks for key regional centres.

Amendment VC106 changes the Victoria Planning Provisions and all planning schemes by inserting clauses 11.06 - 11.13 into the State Planning Policy Framework.

These clauses set out the objectives and strategies of Victoria's eight regional growth plans.

The Minister for Planning launched the Gippsland Regional Growth Plan on 15 May 2014.

The plan has been endorsed by each of the six Gippsland councils following consultation with the community.

The Great South Coast Regional Growth Plan covers the municipalities of Corangamite, Glenelg, Moyne, Southern Grampians and Warrnambool.

The plan provides broad direction for regional land use and development in the region and more detailed planning frameworks for key regional centres.

The Hume Regional Growth Plan covers the municipalities of Alpine, Benalla, Greater Shepparton, Indigo, Mansfield, Mitchell, Moira, Murrindindi, Strathbogie, Towong, Wangaratta and Wodonga.

The plan provides broad direction for regional land use and development in the region and more detailed planning frameworks for key regional centres.

Amendment VC106 changes the Victoria Planning Provisions and all planning schemes by inserting clauses 11.06 - 11.13 into the State Planning Policy Framework which set out the objectives and strategies of Victoria's eight regional growth plans.

The Minister for Planning launched the Hume Regional Growth Plan on 23 July 2014.

The plan has been endorsed by each of the twelve Hume Region councils following consultation with the community.
