Description of proposal

A permit for building and works is being sought from the Minister for the installation of a battery storage system (the Proposed Development). The permit application requests the following works: • Minor civil and foundation works at existing hardstand south of Warehouse 10 • Installation of prefabricated outdoor enclosures or containers housing battery modules and associated inverters capable of generating up to 100MW for 2 hours (100MW, 2-hour battery). The specific number of battery modules will depend on the outcomes of the procurement process and detailed design process. For the purpose of this application the concept drawings show Tesla megapacks. • Low to medium voltage coupling transformers • Heating, ventilation and air conditioning (HVAC) systems • Installation of control room • Underground electrical connection between battery modules and transformers within the BSS footprint • Installation of a step-up transformer to tie-in to the existing Loy Yang B 11kV unit auxiliary system • Electrical connection from the step-up transformer to the Loy Yang B 11kV unit auxiliary switchboards The modularised pre-assembled energy storage units are typically comprised of: • independent battery modules • bi-directional inverters and associated power electronics • HVAC system
