Planning scheme amendment VC269 was gazetted on 3 December 2024. The amendment makes changes to the Victorian Planning Provisions (VPP) and all Victorian planning schemes to improve the operation of clause 53.24 Future Homes.

VC269 introduces a reduced mandatory car parking requirement (0.6 spaces per dwelling, reduced from 1.0 spaces per dwelling), allows for bicycle parking provision to exceed the minimum requirement, and includes ‘mechanically assisted ventilation’ as a form of effective natural ventilation, as required by the provision.

These changes improve the operation of clause 53.24 Future Homes provision to increase the delivery of high-quality apartments by clarifying requirements and to ensure the provision is clear, easy to use, and responds to current market conditions.
