Great Ocean Road region
Victoria has one of the most publicly accessible coasts in the world. The Great Ocean Road region is Victoria's most popular visitor destination outside of Melbourne.
The region extending from Torquay to Warrnambool contains a mix of coastal landscapes, mountain areas, agricultural land, established towns and sections of rainforest.
These features contribute to the region’s popularity as a visitor destination and are also drawing more permanent residents. Population growth provides various benefits such as more jobs and services. It also creates challenges, such as increased pressure on important environmental areas, cultural heritage sites and natural resources.
New Great Ocean Road strategic framework plan
Work is underway to develop a new strategic framework plan for the Great Ocean Road. This plan will meet the requirements of the Great Ocean Road and Environs Protection Act 2020, which seeks to recognise and protect the area’s environmental, cultural and economic significance for Victoria.
The plan will take a 50-year outlook and set out the values, priorities and preferences identified by the Victorian community for the region. It will replace the 2004 Great Ocean Road Region strategy, which guided land use and transport planning for 20 years.

Great Ocean Road region strategy 2004
The Great Ocean region strategy was informed by technical work and community feedback.
The strategy’s four key directions are:
- protect the landscape and care for the environment
- manage the growth of towns
- improve the management of access and transport
- encourage sustainable tourism and resource use.
The strategy was based on the Victorian Coastal Strategy, regional catchment strategies, and landscape studies. Its implementation has been monitored and reported.
