About the program

The Planning and Building Assistance Rebate Scheme for Flood Recovery is designed to support homeowners with costs associated with preparing applications for planning and building permits to repair or rebuild homes damaged during the floods.

If your home was damaged during the October 2022 Victorian floods the Victorian Government, in partnership with Windermere Child and Family Services, is offering up to $3,000 per affected property to eligible applicants.

This rebate covers services such as:

  • preparation of a concept plan
  • architectural plans
  • preparation of a planning permit application report
  • technical reports (bushfire planning, flood or hazard assessments etc)
  • land surveys
  • title documents
  • geotechnical assessments
  • engineering reports or equivalent
  • arborist reports
  • planning consultant fees
  • building permit fees.

Applicants can submit multiple applications but the total value of your rebates will not exceed $3,000.

If you're planning any building work, it's essential to determine whether you need a planning permit, a building permit, or both. We recommend consulting with your local council for guidance on permit requirements.

To check your eligibility and submit your application go to the Windermere website.

  • Complete the application form and submit through Windermere.
  • Submit supporting documentation:
    • Proof of your home ownership, such as council rates or title documents.
    • Tax invoice or receipts for eligible rebates. This could include receipts for architectural plans, engineering reports, building permit fees etc. Should receipts or invoices be unavailable, a Statutory Declaration as evidence of an eligible expense is acceptable.
    • Proof that your home was damaged due to the October 2022 event. This might be an assessment letter from your Council or photographs.
