The template also provides space to set a timeframe for the referral to be complete, ensuring there is clear service expectations for referrals across all council departments.

Updating text on the template
The business rules template gives examples of triggers for referral within a number of internal council departments. These examples may not fully reflect the triggers for referral in your council and should be edited to be in line with your council’s referral triggers, timeframes and processes.
You should also add your letterhead or logo/standard headers and footers to identify your council
Where should the template be available
This template is an internal facing document intended to inform and guide relevant staff. The standardised business rules should be saved within council’s internal systems, in an easily accessible location for staff.
Tips to get the most out of this template
For this template to be most effective at your council, we recommend:
- Customise the tool to reflect accurate referral triggers and timeframes
- ensure the business rules are understood by planning, admin and relevant internal referral staff
- store a copy of the tool where it can be easily located by council staff
