Background
Hexham Wind Farm Pty Ltd (a subsidiary of Wind Prospect Pty Ltd) is proposing to construct a wind farm consisting of up to 109 wind turbines with a maximum blade tip height of 260 metres above ground level and an indicative generation capacity of 2,850 gigawatt hours. The project is located in Moyne Shire in south-west Victoria, approximately 15 kilometres west of the township of Mortlake.
The proposed project includes an onsite connection to the existing overhead 500 kV transmission powerline via a new terminal station, installation of overhead powerlines and underground electrical cabling, a battery energy storage facility as well as other supporting infrastructure. A number of access roads would also be upgraded and constructed for the project.
The proposed project would have an expected operational life of 25 years after a two-year construction period.
EES preparation
Consultation plan
Hexham Wind Farm Pty Ltd has prepared a consultation plan for the EES, outlining the opportunities and approaches for its community engagement during the preparation of the EES. The plan may be updated as required during the preparation of the EES. If the plan changes, the updated version will be posted on this page.
Technical reference group
The Department has convened an inter-agency technical reference group to advise the proponent and the department, as appropriate, on scoping and adequacy of the EES studies during the preparation of the EES, as well as coordination with statutory approval processes.

Scoping requirements
The scoping requirements set out the matters to be investigated and documented in the EES.
Draft scoping requirements for this EES were placed on public exhibition from 10 to 28 July 2023. After considering public submissions on the draft scoping requirements, the Minister for Planning approved final scoping requirements in September 2024.
The project also requires approval under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999. The Victorian and State jurisdictions plan to coordinate administration of assessment processes where possible.

Minister's decision on referral
On 19 April 2022 the Minister for Planning required Hexham Wind Farm Pty Ltd to prepare an Environment Effects Statement (EES) under the Environment Effects Act 1978 to assess the potential environmental effects of the project
