Background
Global Power Generation Australia (GPG) is proposing to construct a wind farm consisting of 45 wind turbine generators with a maximum blade tip height of 240 m and a total installed capacity of up to approximately 325 megawatts.
The project is located in Moyne Shire in south-west Victoria, approximately 3.2km southwest of Darlington. The site covers an area of 5,645ha.
The proposed project includes a new onsite substation connecting to the existing 500KV Haunted Gully-Tarrone transmission line and ancillary works. The project also includes the use of an off-site quarry for the supply and delivery of construction material to site.
The proposed project would have an expected operational life of 30 years after an approximately 22 month construction period.
EES preparation

GPG has prepared a communications and consultation plan for the EES, outlining the opportunities and approaches for its community engagement during the preparation of the EES. Technical Reference Group
The department has convened an inter-agency Technical Reference Group at the request of the Minister for Planning to advise the department and the proponent on scoping and adequacy of the EES studies and documentation, as well as co-ordination of the EES process with other statutory processes for the project.

Scoping requirements
The scoping requirements set out the matters to be investigated and documented in the Environmental Effects Statement (EES).
Draft scoping requirements have been prepared and will be publicly advertised on the Engage Victoria website for a period of 15 business days between 27 June 2024 and 17 June 2024.
After considering public submissions on the draft scoping requirements, the Minister for Planning will issue the final scoping requirements, which will be uploaded to this page.

Minister's decision on referral
On 31 January 2023 the Minister for Planning required GPG Australia to prepare an environment effects statement (EES) under the Environment Effects Act 1978 to assess the potential environmental effects of the project.
